Launch of Bill for patient empowerment

On Tuesday I’m launching a Ten Minute Rule Bill on patients’ rights to own their own Electronic Patient Records (EPRs). Breakthroughs in biological science, genomics, informatics, bio-banking, remote sensing and real-time diagnostics are transforming medicine.
A 10 Minute Rule Bill making provision for:
  • A new right of Patient Ownership of Patient Data, and a simple mechanism for patients to opt-in (or out) of research and clinical trials.
  • A new Duty of Care on all Healthcare Professionals to ensure patients’ Electronic Patient Records must be used, updated and passed between NHS professionals in a patient’s Care Plan.
The campaign comes out of Movember in Parliament which I have been co-ordinating this year, helping to promote a broader understanding across all Parties and the public of the power of patient data, informatics, social media and patient-driven medicine in empowering patients.
I know from my previous career setting up groundbreaking NHS-Industry Partnerships in Translational Medicine with leading Academic Health Science Centres that the support and advocacy of pioneering clinician scientists, patients and research charities who understand and value the power of patient-focussed research medicine is vital.
Over the coming weeks I am launching a broader 'Patients for Faster Adoption of Innovation' campaign to help create a powerful voice in support of Ministers’ innovation reforms.
